There are three councillors representing each ward and the council meets in the Mechanics Institute on the second Thursday of each month (except August). Meetings are open to the press and public and are invited to address councillors during the agenda item Open Forum about any issues of concern. Town Clerk The Town Clerk is Mrs Stephanie Raybould. The Clerks Office is within the Mechanics Institute and is open to the public between 9.00am and 12.30pm each weekday morning to provide information, advice and to deal with queries. Planning Applications All planning applications for the parish are considered by the council at their monthly meetings and relevant comments and recommendations made to the Planning Department at High Peak Borough Council. Members of the public are also able to view all applications in the Clerks Office weekday mornings. Precept, Income and Expenditure The income for the year amounted to 64,496 and the expenditure was 109,319. The precept for 2004/05 will be 48,000, an increase of 3%. Grants and Donations The council gave grants and donations to local organisations totalling 14,680 during the year, including a grant of 10,000 to Whaley Bridge Cricket Club towards Phase 2 of the development to provide a new ground and pavilion. Second Bridge over River Goyt to Bingswood Industrial Estate A design study for the construction of this bridge has been carried out at a total cost of nearly 50,000. This was funded by a grant of 25,000 from the Derby and Derbyshire Economic Partnership, 5,000 from the Town Council and the remainder by the Regeneration Partnership and High Peak Borough Council. This council is dedicated to achieving the construction of this bridge as soon as possible. Quality Town and Parish Councils Scheme The council has agreed to work towards achieving Quality status, which requires meeting a seven part criteria. The council meet the electoral mandate criteria and the Town Clerk has submitted a portfolio to gain the AQA Certificate in Local Council Administration which is another of the criteria. Attaining the Quality Status will enable the council to play an enhanced role in the community to deliver better services in response to local needs. Brookfield Pond Brookfield Pond Nature Reserve is an amenity area open to the public at all times, providing angling and diverse flora and fauna for the enjoyment of the local community. Additional work has been undertaken recently to strengthen the embankment and improve safety at a cost of 5,000. School Governors The council is represented on the governing bodies of WB Primary School, Taxal & Fernilee Primary School and Furness Vale Primary School and supports many school activities. Whaley Bridge Community Website The community website may be viewed at  HYPERLINK "http://www.whaleybridge.com" www.whaleybridge.com and provides much information about the locality, news, events, history, etc. It is an initiative funded by the Town Council and minutes of meetings, agendas, councillor and contact details may be viewed on the Town Council pages. Community Police The community beat officer is PC Nigel Fry who attends most council meetings and liaises with members about all issues involving local crime prevention. Whaley Water Weekend This event took place over the weekend of 21st and 22nd June 2003. It was an event sponsored and co-ordinated by the Town Council which contributed 2,100 towards the cost of providing many entertaining and informative activities in and around the Canal Basin area. The 4th W3 event will be taking place this year on 19th and 20th June 2004. Everyone is invited to come along and join in the fun. Bus Shelters Six bus shelters are provided by the council in Bridgemont and Furness Vale and they are regularly cleaned and maintained, costing the council 1170 this year. BMX Track In July, a new BMX track was built adjacent to the Skatepark to help improve activities for the young people. The cost of providing this facility was 6,800 funded by a contribution of 5,000 from the Tesco supermarket and 1,800 from the Town Council. Sports Pavilion and Multi-Use Games Area The council provides and manages the sports pavilion and multi-use games area off Park Road, adjacent to the football pitches. It offers facilities for a wide range of sports, available for hire to the community. The income from this facility was 6,170 and the upkeep and administration totalled 5,260. Whaley Bridge Station The Hope Valley and High Peak Transport Partnership is supported by the Town Council which donated 7,500 to improve parish transport, specifically improvements to the station to include CCTV camera and refurbishment of the stone waiting room. A6 Furness Vale The Town Council continues to campaign for improvements to the traffic safety measures along the A6 at Furness Vale. It will encourage and support any initiatives to provide a new relief road around Bridgemont and Furness Vale. Mechanics Institute The council manages the Mechanics Institute which provides facilities for the benefit of the whole community, e.g. for meetings, parties, lectures, adult education, fitness classes, coffee mornings, reading room, etc. It is currently pursuing the provision of a lift within the building to improve access for disabled people. Regeneration Partnership In order to maintain the vitality and viability of Whaley Bridge and Furness Vale, the council is an active member of the Regeneration Partnership which aims to improve the environment and ensure future prosperity. Christmas Displays The council provides Christmas trees and encourages the Community Trust and Traders to provide additional displays and activities, and provides facilities for the Father Christmas grotto in the Mechanics Institute. Waterside Improvement Projects A grant of 1886 was given to the Etherow/Goyt Partnership for three waterside improvement projects in the parish. The first at Whaley Bridge Primary School, the second to provide six picnic benches at the Canal Basin and the third to improve accessibility to the nature area adjacent to the Bugsworth Canal arm, which is open to the public at all times. Hanging Baskets and Lamppost Baskets The Town Council again this year provided the wonderful displays of hanging baskets and lamppost baskets through the centres of Whaley Bridge and Furness Vale. Community Newsletter The council is working towards producing a quarterly newsletter which will be widely distributed and available throughout the parish. This will keep the community up to date with council activities, news and contact information. CCTV for Horwich End The parish already has three CCTV cameras in Whaley Bridge which help to prevent and detect crimes. The council is now working towards achieving a fourth camera to monitor Horwich End. Sunnybank Allotment Site The allotment site is managed by the Town Council. There are fifteen tenanted allotments and a long waiting list of prospective tenants.
