TOWN CLERK AND RESPONSIBLE FINANCIAL OFFICER

28 HOURS PER WEEK, SALARY LC2 SCP 35 to 38 (£30,178 to £32,778, pro-rata)

Whaley Bridge Town Council is seeking an experienced and forward looking person for the part-time post of Town Clerk and Responsible Financial Officer, to play a key role in the management and development of the Council.

The Council has a budget of some £125,000 and owns and manages the Mechanics Institute (a charity it administers), the 3G Multi Use Games Area, Brookfield Pond Nature Reserve and the town allotments. The Town Council also provides flower tubs and hanging baskets, arranges Christmas lights, and administers a scheme of grants to support community events and initiatives.

The Town Council also leads a community forum, Whaley4wards, which promotes small-scale regeneration initiatives within the town centre.

The Council is currently seeking to produce a Neighbourhood Plan.

The Town Clerk acts as Proper Officer for the Council, managing Council business and assisting and advising councillors on the formulation of policies, decision-making and the fulfilment of legal and financial obligations. As the Council’s Responsible Financial Officer, you will prepare budgets and ensure that the Council’s finances are properly accounted for.

The post holder is responsible for managing the Assistant Clerk, the Mechanics Institute Administrator/Caretaker and the Sports Pavilion Caretaker. Responsibilities also include the implementation of council decisions, ensuring effective use of the Council’s assets and delivering quality public services.

This is an interesting and challenging post, requiring leadership and interpersonal skills. A diplomatic but assertive approach is required. A track record in administration with financial experience and knowledge of local government or a similar environment would be an advantage, together with competent IT skills.

The successful applicant will hold, or be willing to achieve, the Certificate in Local Council Administration (CiLCA). The Council will support training costs.

The post is pensionable under the terms of the Derbyshire Local Government Pension Fund.
